An Ice Cap is a covering of ice, usually domed shaped, over a large area. For an ice cap to exist, the ice must almost never melt which means it always needs to be 0 degrees celsius or below. If an ice cap becomes larger than 50,000 square kilometers, it is then called an ice sheet. If it moves it's called a glacier.
